Vy is the Norwegian state-owned transport group that operates passenger trains in eastern Norway and on the Bergen Line under contracts with the Norwegian Railway Directorate. It also runs bus services in Norway and Sweden and owns the rail freight operator CargoNet.
Vy is the former NSB, which became a wholly state-owned limited company in 2002 and took the name Vygruppen AS in 2019. The Ministry of Transport owns the company on behalf of the Norwegian state. Gro Bakstad has been President and CEO since 7 September 2020.
In 2025 Vy carried about 67 million train journeys in Norway, 3.8% more than in 2024, with train punctuality of 88.1%. The group had operating revenue of NOK 20.8bn and an operating result of NOK 1,108m.
Vy does not own the trains it runs on contracted services in Norway. The state company Norske tog procures, owns and manages the rolling stock used in publicly procured passenger train services.
Traffic contracts
Vy Tog won Trafikkpakke 3 Vest in the Norwegian tendering of passenger train services, covering long-distance trains on the Bergen Line and local and regional trains on the Voss Line. It has run the package since December 2020 under a contract to December 2029 with two one-year options. The other tendered packages went to Go-Ahead Norge and SJ Norge.
On 19 November 2021 the government cancelled the tenders for Trafikkpakke 4 and 5 in eastern Norway. In March 2023 the Norwegian Railway Directorate (Jernbanedirektoratet) awarded Vy the train services in eastern Norway directly, for up to 10 years from December 2023.
The direct awards in eastern Norway relied on a transitional rule of the 4th Railway Package that expired on 25 December 2023. The government has also awarded Vy the Sørlandet, Jæren and Arendal lines directly as a temporary measure from December 2027, when the Go-Ahead contract ends. The EFTA Surveillance Authority (ESA) opened an infringement case against Norway over that award in October 2025.
Sweden and cross-border services
In Sweden, Vy Tåg runs regional trains in Värmland under a public contract, its own weekend trains Stockholm–Karlstad–Oslo and, together with Vy in Norway, trains between Gothenburg and Oslo. Värmland is its only public train contract in Sweden.
Vy Tåg ran the night trains from Stockholm to Luleå and Narvik from December 2020 until SJ took over in December 2024. It lost the Norrtåg regional contract in northern Sweden to VR Sverige from December 2025.
Together with DSB and Deutsche Bahn, Vy plans a direct train Oslo–Copenhagen–Hamburg–Berlin with two departures a day from summer 2028. The service is to use DB’s ICE L trains.
Group companies and labour
Flytoget, the Oslo airport express, became a Vy subsidiary on 31 March 2025. The two keep separate brands until 2028, when Flytoget’s routes are to be folded into Vy’s regional trains.
A train drivers’ strike at Vy began on 18 September 2026 and has since been escalated. The disputes include control of work schedules and pay harmonisation with Flytoget ahead of the merger.
CargoNet has been wholly owned by the group since 2010, when the Swedish freight operator Green Cargo’s 45% stake ended. The closure of the Nordland Line from August 2025 to June 2026 hit its freight traffic.
