Trafikverket (Swedish Transport Administration) is the Swedish government agency responsible for the long-term planning of road, rail, shipping and aviation. It is the infrastructure manager for the state railway network and builds, operates and maintains state railways and roads.
Trafikverket was established on 1 April 2010, when it replaced the rail administration Banverket, the road administration Vägverket and the transport analysis institute SIKA. It reports to the Ministry of Rural Affairs and Infrastructure, has its head office in Borlänge and about 10,000 employees. Roberto Maiorana has been Director-General since March 2022.
Trafikverket manages about 14,200 km of the roughly 15,600 km of track in Sweden, and about 80% of the network is electrified. As infrastructure manager it allocates train paths through the annual timetable process and sets the track access charges paid by passenger and freight operators.
Its network includes Malmbanan, the Swedish section of the iron ore line between Luleå and Narvik. A derailment at Vassijaure in December 2023 closed the line for 65 days and halted LKAB’s ore trains to the port of Narvik.
Plans and maintenance
The government adopted the national transport infrastructure plan for 2026–2037 on 28 April 2026. It has a total frame of SEK 1,171bn in 2025 prices, of which SEK 607bn goes to development and SEK 210bn to rail maintenance.
Trafikverket puts the maintenance backlog on the state railway at SEK 91bn. Track renewal is planned to rise from 112 km in 2023 to 259 km in 2028.
Trafikverket’s charges for the 2028 timetable lower track access charges for freight trains by about 20% and raise them for passenger trains by about 15%. The change shifts part of the cost of using the network from freight to passenger operators.
ERTMS and night trains
The government’s target is to introduce ERTMS across the whole state network by 2042. The system is in service on the pilot lines Ådalsbanan/Botniabanan, Haparandabanan and Västerdalsbanan. In June 2025 Malmbanan became the first line outside the pilots to use it.
Trafikverket also procures the state-supported night train service to Upper Norrland. In April 2026 it signed a contract with Talgo for new night train coaches, to be hauled by Siemens Vectron locomotives, with deliveries starting in 2030.
SJ has been awarded the operation of the Stockholm–Narvik and Stockholm–Umeå night trains from December 2026 to December 2028, using vehicles supplied by Trafikverket. The operator runs the service, while the state agency provides the rolling stock.
